To ensure this obiective of effectiveness, this paper proposes initially an approach for representation of interoperability evolution and planning. Interoperability degree is assessed using a ratio metric taking into account all the significant aspects such as potentiality, compatibility and operational performance. In a second stage, a Modified Particle Swarm optimization (MPSO) algorithm is used as a heuristic optimization method to find the best distribution of effort needed in collaborative networks. {\textcopyright} 2005 - 2013 JATIT \& LLS.
